Do not treat longer timeouts as a search fix
If a direct search still reaches a statement timeout after a bounded timeout increase, reset the change and investigate query-plan and row-authorization cost. A future fix should prove equivalent authorization with one-time evaluation rather than merely wait longer. Persist raw passage responses for current-head benchmarks so passage-support judgments remain independently auditable.
