Discover historical runs from every durable execution path

When a UI reconstructs historical workflow runs from durable records, discover runs from evidence written by every execution mode, not only from a live-only enrollment or dispatch table. Otherwise shadow, control, or early human-routing episodes can disappear when a mutable parent advances to another episode.

A live-only enrollment table may remain authoritative for assignment metadata. Union it with mode-independent evaluation or run evidence, deduplicate by stable run ID, and keep the current mutable run explicit. Add a fetch-level transition test that advances the same parent across two modes or steps and proves both historical runs remain visible.
