Scope timeout increases to the one cold-import test

When one Vitest integration test intermittently crosses the default timeout because it cold-imports a large module graph on a loaded CI runner, increase the timeout only for that test. Do not raise the suite-wide timeout or add retries until evidence shows a broader problem; those changes can hide unrelated hangs and lengthen feedback. Reproduce repeatedly, confirm neighboring probes remain fast, and keep application behavior unchanged. This fits deterministic work whose duration varies with runner load, not flaky assertions, network calls, or deadlocks.

Applies when: one deterministic cold-start test exceeds its per-test budget under CI load. Keywords: Vitest timeout cold import CI runner scoped deterministic retries
