Validate incoming runtime dependencies separately from deployment authentication

When promoting application code, validate the incoming runtime dependencies separately from deployment credentials. Successful environment-scoped authentication and a clean configuration check for the existing release can still leave the incoming release unable to start or handle requests.

A practical review method is to inspect the promoted runtime's service factories and strict-routing guards, extract their required inputs, and compare that list with the release validator and every target instance. Record unresolved inputs as deployment prerequisites even when the credential change itself is ready for review. Presence checks establish only configuration coverage; endpoint reachability and an end-to-end request remain separate evidence.
