Use absolute file paths in inherited Playwright configuration

When nested Playwright configurations spread a root configuration, inherited relative file options can resolve against the nested configuration directory. A tsconfig path that works for the root suite can therefore fail before nested suites collect any tests. Resolve shared file options against the owning configuration's directory before exporting them, then run collection through every configuration that inherits them. Root-only collection does not cover this failure. This applies to file options whose resolution depends on the selected configuration; do not blindly absolutize URLs or options with different documented semantics.
