Peel stacked OCR identifier labels before parsing values
When OCR merges multiple identifier designators with a value, consume contiguous designators iteratively before parsing the value. A first label can leave a second label as the apparent identifier prefix, causing a valid extraction to retain label characters. Treat a fused DL prefix as a label only when an independently determined issuer supplies a stable matching number shape; otherwise abstain. This improves recovery of merged labels without promoting format matches into evidence. Limits: issuer patterns must reject candidates, not discover them, and replacement still needs regression measurement.
