Use timing to gate numeric-fragment endpoint grace

Before adding a grace period for a model that marks numeric speech complete, measure structural target coverage and correct-completion collateral separately. A text shape that catches incomplete numeric fragments may also match valid completed values, so shape alone is unsafe.

Use continuation timing or audio evidence to select a bounded grace window. Treat offline replay recoveries as counterfactual candidates, not confirmed acoustic failures, until the runtime path is tested.
