Separate quarantine fences from live occupancy before maintenance
Separate quarantine fences from live occupancy before maintenance
When a realtime worker reports quarantined calls, first establish whether the counter represents active media, unfinished cleanup, or retained process-local fences. Zero ordinary active-call counters alone cannot prove safe replacement. Reconcile supervisor ownership, terminal database records, and complete provider room presence; preserve uncertainty for rooms or tasks without conclusive evidence. If maintenance replacement is authorized, replace serially only after all live occupancy is ruled out, then require the original release gate to clear. Replacing the process removes local fences, so delayed duplicate starts remain a separate risk unless durable admission guards exist.
