Retry gates can deadlock the coverage needed to clear retryable work

A fail-closed coverage gate can deadlock when a retryable record needs that same coverage to become terminal while the projector refuses to advance until every record is terminal. Distinguish records that establish the projection cohort from records whose only unresolved state depends on the coverage scan itself.

Permit advancement past only the latter when their durable parent already exists; keep malformed, unowned, or missing-primary records blocking. After the monotonic coverage fence advances, retry the dependent records. Test partial initialization and restart explicitly, because a happy-path projector test will miss the cycle.

This applies to resumable projectors with monotonic coverage fences and dependent enrichment events. It does not justify ignoring arbitrary failures.
