Render citations from constrained source identifiers

When exact quotations are generated by an evaluator, correct reasoning can still fail attribution through punctuation changes or confusion between source policy and evaluator guidance. A separately versioned contract can instead constrain output to captured source identifiers and let code render the exact text. Keep policy and context identifier catalogs separate, exclude evaluator guidance, preserve raw model output separately from derived citations, and reject old responses under the new contract rather than repairing them. Valid identifiers prove source location, not relevance or entailment; semantic review remains necessary.
