Optimize realtime image transport before detector latency

When deadlines often expire before detector work begins, test transport before changing the model. Apply a validated server-controlled maximum frame edge before image encoding, preserve an unchanged fail-closed default for other modes, and forward validated bytes directly instead of base64 re-encoding. Compare candidate sizes with matched live accuracy and latency measurements; code changes alone do not establish a win.
