Check delegated continuation before relying on suppression flags
A framework callback flag that suppresses ordinary model inference may not suppress a delegated voice service's own continuation loop. Before using such a flag to make a terminal tool silent, trace the concrete service's handling of tool outputs through its continuation request. If it always resumes delegated work, use an explicit terminal protocol and verify the final speech and playback separately. This is service-specific: a flag can remain valid in ordinary inference paths while being ineffective in another adapter; do not infer universal behavior from one implementation.
