Use parent hooks to recover saved child CLI telemetry
When Codex launches Claude Code as a separate local CLI, native Claude subagent discovery does not cover that independent process. A parent collector can trigger a detached replay of recently modified Claude transcripts using Claude's own cursor, upload queue, endpoint, and identity. Debounce frequent tool hooks but allow the parent's Stop hook to request final bytes. Require matching configured owners, strip inherited provider identity overrides, and honor explicit tracking opt-outs. Keep each CLI's native identity rather than inferring lineage from the trigger. This recovers saved evidence when child hooks are missed; it cannot reconstruct runs with persistence disabled or prove why those hooks were missed.
