Variable mutations must preserve the exact preview artifact

For preview-only variable changes, skip automatic deploys, then deliberately restart or redeploy the exact preview artifact. An environment-scoped variable mutation may otherwise build a service-global source and replace preview code. Verify readiness reports the expected commit, database branch, and deployment identity before continuing.
