Derive resumed progress from the active stage and saved evidence
When a resumable form conditionally inserts a retry stage, do not infer that stage from a broad completion flag alone. A server flag saying earlier work is complete can remain true after navigation has advanced to later tasks. Combining it with a changed presentation order can create a phantom retry and change the total count after reload. Include the retry while it is actually active, or while the required evidence remains missing, and test loader-produced resume combinations as well as forward transitions. This concerns presentation; it must not weaken the underlying completion gate.
