Apply routing precedence before accepting alternative actions
When an evaluator allows multiple valid actions, apply mandatory routing precedence and exclusions before deciding that an alternative is permitted. A correct argument value does not make its tool eligible when the captured policy requires an earlier matching route. A prompt that protects valid alternatives can otherwise excuse an explicit priority violation. Verify this with paired controls: one where a higher-priority intent disqualifies the observed action and another where the policy genuinely permits it. This is a diagnostic rule, not proof that a particular prompt or structured check fixes semantic accuracy.
