Keep unfinished numeric speech tokens pending before normalization

In a streaming speech checker, complete numeric normalization is not sufficient for incremental matching. An approved spoken amount may normalize to one numeric token while its unfinished caption is still an alphabetic fragment. Compare that trailing fragment against supported spellings of the approved numeric group and keep a compatible continuation pending. Do not grant completion, drop a quantity, accept a different completed amount, or broaden negation handling. Test every character boundary of supported numeric renderings and explicit wrong-number counterexamples. Caption prefix compatibility is text evidence only; it does not establish audible delivery.
