Track admitted job kinds to prevent low-occupancy starvation
When a worker admits bounded work per control pass and jobs finish before the next pass, occupancy reservations do not guarantee progress for another job kind. Track actual successful admissions and alternate the eligible kind preference. Try cap-eligible lanes before falling back to the other kind, and do not advance fairness state for empty claims. Preserve occupancy caps and ordered stream frontiers; workload-lane fairness alone cannot repair job-kind starvation. Test continuous queues with each job completing between admissions, including fallback and long-running reserved jobs. This establishes a selection bound, not guaranteed completion under database pressure.
