Phone correlation is discovery, not an ownership boundary

Phone-number correlation can discover communications, but it is not a safe ownership boundary in a multi-tenant case view. Constrain any phone-derived history by an authoritative case and organization association or a server-owned interval. When provider events lack a native case identifier, surface overlapping intervals as ambiguous instead of silently attributing them.
