A team-total deficit can conceal overlapping attribution

When an overall count includes each record once but category rows use fallback membership matching, the difference between the overall count and the sum of categories is not necessarily the number of unassigned records. A fallback user may belong to several categories, causing repeated attribution that offsets omissions. Reconcile records by zero, one, or multiple category matches before using category totals for billing; retain unresolved and ambiguous buckets. This arithmetic applies only when the overall and category counts use the same population, time window, and access scope.
