Diagnose hidden-child evidence as visibility, not deletion
When cancellation hides a child record but leaves its parent visible, history may remain while the UI appears to lose evidence. Diagnose ownership and visibility separately from deletion by checking the original child, submission references, storage metadata, and object availability.
Preserve the original outcome and provenance. Historical evidence access should not reactivate a cancelled request or merge it into a replacement. This applies to soft-hidden records and does not establish byte integrity or recoverability after actual deletion.
