Pre-seed required variables without triggering a deployment

When a change adds an environment-variable gate, use the platform's no-redeploy option to pre-seed the variable without rolling live services. Verify exact project, service, and environment targets first; read the value back after mutation; then rerun only the failed CI jobs. This satisfies configuration validation while leaving deployment timing to the normal release.
