Seeded metadata must not count as completed user progress

In resumable forms, decide whether to skip onboarding from explicit user-completed milestones, not from the existence of any saved record. Server-seeded contact lists or setup metadata can exist before a person ever opens the link. Counting those records as progress silently bypasses the introduction and changes the first visible task. This can especially harm a variant that opens with a permission request. Validate first-entry behavior using database state at opening, because a first observed analytics event is not proof of a new journey. A confirmed routing defect plus correlated attrition localizes a plausible mechanism; it does not prove why every user left.
