Cached browser archives do not guarantee offline setup

Restoring cached browser-package archives does not make browser setup offline when the installer still performs operating-system dependency resolution. If several independent CI lanes fail at the same package-index step and a retry reproduces it, investigate the shared mirror or network dependency before changing application code.

This diagnosis is limited to failures before tests start. It does not establish that the unexecuted browser tests would pass.
