Check raw job logs when CI summaries end before failures

If a GitHub Actions job is marked failed but a CLI log view ends mid-test without a failure summary, treat the retrieved log as incomplete. Fetch the exact job's raw logs through the GitHub API and compare the recorded head SHA, step conclusion, final exit status, and test summary before diagnosing a timeout or runner crash. A successful local subset cannot override failures on the CI head. The raw job log establishes what that job observed; it does not explain unrelated jobs or prove that a later repair passed.
