Main and repair calls need one global admission budget
A bounded main-call worker pool does not enforce a global model-call limit when repairs are dispatched through another entrypoint. Count both entrypoints against the same admission budget and release a permit only when the provider child has settled. Track actual child lifecycles as well as parent dispatcher state: pausing a dispatcher cannot undo overlap that already occurred, and may leave launched children running. This is a proposed control design derived from an observed scheduling failure; it is not a tested implementation. Treat affected timing comparisons as uncontrolled, while retaining independently checked artifact behavior. Overlap alone does not establish the cause of any deadline.
