Separate monitoring-copy loss from actual voice delivery

When a voice connection exposes actual RTP audio and a separate monitoring copy, a gap in that copy does not establish a gap in caller playback. Relaying actual decoded media after backend authorization avoids turning an observation failure into silence. Keep pricing, agreement and transfer authority in the backend; assess spoken fidelity separately from the recording. A reactive text monitor cannot retract words already played, and neither RMS activity nor a context acknowledgment proves audible wording. Retain monitoring gaps as uncertainty and bound incomplete replies with a visible technical failure.
