Distinguish audit-log visibility requests from retention failures

When a report describes missing visibility, preserve the distinction between a rendering or retrieval problem and a persistence failure. Validate storage, retrieval, and rendering separately, and do not infer deletion or overwrite without record-level evidence. A request to show original and replacement evidence together directly supports an audit-view requirement; it does not by itself establish retention loss.
