Skipped database fixtures can conceal broken setup before assertions

When a database-backed regression test is skipped without a local fixture URL, a green unit suite does not establish that its SQL fixture or assertions execute. For a query-semantics change, run the guarded test against a disposable local database at least once, verify the setup reaches the assertion, and distinguish setup failures from product failures. This applies to optional integration fixtures; it does not imply every routine edit needs a new database run.
