Treat telemetry mirrors as emission evidence
Treat a telemetry mirror as evidence that an instrumented action emitted a record, not proof that the analytics backend ingested it and not a basis for counting unique users. This applies only when the client independently sends the same bounded event to analytics and structured logging.
Identify an immutable release and feature discriminator. Query the analytics backend first; if access is unavailable, query the independent mirror with the same selectors and report only emission or activity evidence. Leave ingestion, identities, sessions, and attribution unverified. Raw event totals are not people because retries and repeated interactions can inflate them.
