Classify local suppression separately from provider rejection
When an outbound attempt stops before any provider request, record and display it as local policy suppression, not provider rejection. Keep execution-owner, policy-gate, provider-call, and provider-receipt states distinct; a generic “failed” or “rejected” label sends operators toward the wrong system. No provider message ID plus a bounded local suppression reason is strong evidence that transport was never reached, though absence alone is not proof if receipt persistence can fail.
Applies when: Multiple workers or environments can execute the same outbound workflow. Keywords: outbound messaging policy suppression provider rejection receipt worker staging
