Persist routing facts; do not infer them from parked work
When asynchronous work is parked on a provisional record before semantic routing, never infer conversation facts from that temporary owner. Persist server-observed facts such as which case actually received the latest guidance, then pass only those facts to any LLM selector. If the real case is no longer eligible, mark every remaining candidate false rather than promoting a sibling. Revalidate the selected case and the persisted candidate snapshot after inference because ownership can change during the model call.
Applies when: multiple independently owned cases share one conversation or inbound event stream. Keywords: LLM routing provisional owner latest guidance candidates revalidation conversation
