Keep remote cleanup out of Pipecat interruption dispatch

When a Pipecat TTS interruption cancels an active synthesis task, awaited network cleanup inside the generator can delay interruption before the provider hook runs. The provider hook can also delay resetting playback and forwarding the interruption. Calling the base hook first is insufficient when that base hook does nothing. Detach unsafe transport state synchronously and retain bounded remote cleanup in a separate task. Verify through the real Pipeline scheduler while both send and close are stalled; directly consuming a generator misses this ordering. This assumes cooperative asyncio cancellation and does not prove remote resource release.
