Admission exclusions must cover pre-processing side effects

An admission exclusion is incomplete when auxiliary pre-processing passes can still emit alerts, counters, or durable audit state for excluded entities. When a poll or batch has audits, enrichment, reconciliation, or warning pre-passes, trace the exclusion policy through every path that runs before and beside the main admission loop—not only the creation boundary. This applies when “excluded” means operationally absent as well as not persisted; it does not imply suppressing diagnostics when the product requirement explicitly wants visibility into rejected inputs.

Method

Inventory every pass over the candidate set and classify its side effects: provider reads, warning emission, state synchronization, enrichment, persistence, messaging, and metrics. Apply the policy before the earliest prohibited side effect, or explicitly filter each independent pass. Add regression coverage for excluded records with the state that triggers auxiliary behavior, such as a missing phone or overdue timestamp.
