Dashboard blocker projection is broader than driver-actionable visibility

Separate diagnostic projection from driver-actionable visibility. A projection may retain missing-evidence fields for analysis after a workflow is no longer actionable, while presentation should use one explicit driver-actionable status predicate and test every status. Do not let review-stage, completed, or cancelled work appear to require new driver action unless the product contract says it does.
