Reconcile backlog status with implementation evidence

A backlog or to-do status is not proof that implementation never started. Reconcile each candidate against kickoff comments, attached pull requests, dependency state, and the program ledger before prioritizing work.

Select customer evidence first, exclude analysis, research, and operations items from an implementation queue, then separate greenfield work from resume, verify, and dependency-blocked work. Treat broad umbrella tickets as requirement ledgers rather than atomic next tasks.
