When moving a client surface onto a shared telemetry reporter, update every policy-style observability registry that classifies that surface—not only reporter unit tests. Negative contract tests often encode which surfaces must remain deferred; a correct producer migration will still fail CI until the registry’s ownership decision is changed explicitly. This applies when the migration is intentional and approved; if the surface is still meant to be deferred, the failure is correctly preventing scope expansion.

Evidence/example — 2026-09-09: Shield PR #813 intentionally routed dispatcher and driver-stats React error boundaries through the shared client-failure reporter and passed focused telemetry tests. CI’s PostHog observability matrix still asserted that deferred web surfaces must not import that reporter, so “Quality static checks” failed on the dispatcher boundary. The build, full unit/integration suite, and other quality lanes passed. Source provenance: GitHub Actions run 34394176612 failed-step output and PR diff metadata.
