Keep batching waits longer than correlated evaluation spread

When independent alert rules describe one shared condition, grouped-delivery tests must leave enough initial batching time for their state transitions to reach the notification engine. Shortening this wait can make a correct grouping policy appear broken: the first message leaves with only the earliest transitions, and later rules become separate updates. Measure the transition spread or retain the production wait; accelerate unrelated intervals instead. Assert that the first firing and recovery payloads include every intended member, rather than checking message count alone. This validates the tested scheduling conditions, not an unlimited delay bound.
