Do not reuse tenant-creating fixtures for tenant-only staging tests

When a staging test is authorized for one existing tenant, inspect fixture creation and teardown before reusing an end-to-end suite. A fixture designed for an isolated database may create additional tenants, change memberships, or delete an entire tenant during cleanup. Instead, resolve and assert the permitted tenant identity, create uniquely tagged child records, retain their exact identifiers, and scope every mutation and cleanup to both tenant and test ownership. This method preserves a narrow data boundary; it does not by itself prevent remote workers or network integrations from acting on the records.
