Automate equipment-based verification only from authoritative codes

Derive a verification requirement from an upstream equipment code only when the customer contract makes that code authoritative for every matching record. Otherwise use a truthful explicit attestation and preserve the configured requirement. Unknown or mixed-use codes retain the safer default, and ordinary license-validity checks remain even when a specialized license requirement is disabled.
