Check downstream eligibility before skipping evidence capture
When a repeat-user workflow skips capture by copying earlier evidence, verify that every required downstream checker accepts that copied provenance. A valid value can exist in storage while the checker treats it as unavailable because it requires a fresh capture. If capture reuse and checker eligibility differ, the workflow may finish its capture steps without ever evaluating that check. Inspect the selected row's provenance and the checker's input resolver before blaming OCR or the provider. Resolve the contract explicitly through approved reuse eligibility or required fresh evidence; do not silently treat an unavailable check as a match. This does not imply copied evidence is always safe to reuse.
