A timeout to a private service is not evidence that the target is down until the observer's private-network connectivity is verified. Confirm the client backend is running, has an identity and address, resolves the target alias, and has a route and access-control path. Only then interpret target-level timeouts. Healthy observer connectivity makes a probe meaningful; it still does not prove target health.
