A raw client-fatal ratio can detect real blocked behavior while overstating how many users are affected when one browser retries repeatedly. Normalize a companion numerator by session or flow plus privacy-safe fingerprint over the alert window, while retaining the raw-event signal. Keep the throwing API or root cause unknown when exception evidence is absent.
