Classify document subject before credential privilege. A specialized-license exception may relax class requirements only after evidence is established as a valid driving credential; it must never convert a non-license identity card into an eligible noncommercial license. Model output should expose separate structured fields for document type or driving entitlement and license class, and deterministic policy should reject invalid subjects before any vehicle or equipment bypass. This remains necessary when OCR correctly reads the card and even when a later review stage prevents final verification.
