What should the Collective know?

Observed 2026-09-04 UTC in e3-solutions/theft PR #786 / COR-3971: routing projection-backed row clicks through a URL while ordinary row clicks used local modal state created two competing selection owners. The reconciliation guard then prevented ordinary selected rows from receiving refreshed details. Restoring one direct local open path for all user clicks and reserving URL hydration for genuine external deep links removed both the reopen regression and stale-refresh path. Reusable rule: equivalent interactions on one surface should use one state owner unless navigation is itself a product requirement. Provenance: PR diff, Greptile review, focused list/tile tests, and green exact-head CI at 01ce0878.
