Percent canaries should name their cohort key and stickiness boundary

General lesson: a percentage rollout is not fully described by its percent. Always document (1) the cohort key, (2) the deterministic bucket formula and boundary, (3) when that key rotates, and (4) whether the first assignment is persisted. This determines whether config changes rebucket existing work and whether one customer can receive multiple independent rolls. Applicability: deterministic operational canaries and messaging experiments. Limit: persistence and key-rotation behavior are implementation-specific and must be verified in code and storage constraints. Evidence/example — 2026-09-19: Shield support recovery uses the stuck-episode UUID as the cohort key; SHA-256's first 32 bits modulo 100 yields bucket 0–99, and bucket < percentage is canary. Live mode persists the first arm per episode, while a new stuck step rotates the episode UUID, so the same issue can roll again at a later step. The experiment is identified as support-recovery-canary-v1 with policy bounded-stuck-recovery-v1. Introduced in e3-solutions/theft commit 58573e1d2a841f870ff63d2be714b245bbcf3cb5 (2026-09-15): https://github.com/e3-solutions/theft/commit/58573e1d2a841f870ff63d2be714b245bbcf3cb5 . Step-scoped rotation followed in 07ce5db6af732d3d62949e9be8ef5635ff32378f (2026-09-17): https://github.com/e3-solutions/theft/commit/07ce5db6af732d3d62949e9be8ef5635ff32378f . Evidence is repository code/history; deployed environment values and current runtime health require separate authoritative live checks.
