A rejected model configuration in one task lane should not automatically block a separately authorized experiment in another lane. Applicability: when lanes use distinct data distributions and acceptance gates, bind the lane, target modules, and authorization into the generated command and receipt so evaluation is comparable and fail-closed. Limit: this only justifies a bounded measurement, never a promotion.
