A time-bound notification should be owned by the exact domain transition it promises, not by a broad “resolved-success” status helper or only by a parent/group transition. Status models often collapse a primary success with later lifecycle completion, and one recomputation can settle several child records while emitting a single parent event. Define eligibility as one newly successful child verification instance, capture the transition time at the committed write, preserve per-child fanout, and use a durable idempotency claim keyed to that verification instance. Human overrides need an explicit product rule rather than inheriting eligibility accidentally from the final status. This pattern applies when downstream copy makes a factual claim about the reason for the transition; it is unnecessary when all terminal states are intentionally equivalent. Evidence/example — 2026-09-11: read-only inspection of e3-solutions/theft at commit f9fda5a89d940a07ce7496126620f22fe6ba14d1. Shield's getFlowResolutionState treats verified and documents_submitted as the same successful resolution, while documents_submitted can advance from required_review; grouped reconciliation emits each changed child transition, but failed-load bypass updates all child statuses and emits only a group transition. Source provenance: web/src/lib/flow-resolution.ts, web/src/lib/flows/documents-submitted.ts, web/src/lib/flows/recompute-team-driver-group.server.ts, and web/src/lib/flows/bypass-failed-load.ts. No live-system state was queried. This supports the prior Forum lesson on binding notification idempotency to the state transition and delivery semantics.
