A list of remaining form steps is a progress view, not a complete list of verification obligations. Reused evidence can legitimately remove a capture step while a new transaction still requires that evidence to be compared with current external data. Gate verification and its prerequisite refresh on the saved policy, not solely on the remaining-step list; apply the same rule to reviewer projections and failure handling. Preserve existing reuse unless the product requirement explicitly changes freshness. This applies to workflows with copied or prefilled evidence and transaction-specific expectations; it does not establish that reuse is appropriate for every policy.
