A negative completion field can be normal during arrival and exceptional after a completion claim. When one typed status tool serves multiple workflow stages, scope review rules and required questions to the effective stage, including explicit forward pivots. Otherwise correct extraction can still produce false escalation or obsolete questions. Test the same negative value in both stages and test volunteered completion before ordinary arrival questions. This rule concerns stage-dependent meaning; it does not establish whether a caller's claims are true. Applies when: one conversational status schema spans arrival, active work and completion.
